This local energy database is the result of research conducted under the leadership of the Cabinet Office in “A-3) Formulation of Guidelines for Local Energy System Design” of the SIP Cross-ministerial Strategic Innovation Promotion Program “Design of Energy System for IoE Society”.
 We developed a method for estimating data that reflects the actual state of energy supply and demand in the region, and created a database of local energy supply and demand by city, ward, and town across Japan for local governments that will be responsible for designing local energy systems. We are also developing a local energy system model that applies the concepts of cross-sectoral (inter-carrier coordination of electricity, heat, fuel, etc., and inter-sectoral coordination of households, business, industry, transportation, etc.) and cross-border (wide-area coordination among regions) in order to address issues such as intermittency of time and ubiquity of space, which are characteristics of renewable energies such as solar power and wind power. We are developing a locall energy system model that applies the concept of cross-border (wide-area cooperation among regions). Based on these ideas of sector coupling, etc., we will create guidelines for designing local energy systems and contribute to the social implementation of sustainable cities and smart cities by local governments.

 地域のエネルギーシステムデザインの担い手となる地方公共団体向けに、地域のエネルギー需給の実態を反映するデータの推計方法を開発するとともに、全国の市区町村別の地域エネルギー需給データベースを作成しました。また、太陽光や風力等の再生可能エネルギーの特性である、時間の間欠性や空間の遍在性等の課題に対応するために、クロスセクター(電力・熱・燃料等のキャリア間融通や家庭・業務・産業・運輸等の部門間連携)と、クロスボーダー(地域間の広域連携)の考え方を適用した地域エネルギーシステムモデルを開発しています。 これらのセクターカップリング等の考え方をふまえて、地域エネルギーシステムをデザインするためのガイドラインを作成し、地方公共団体によるサスティナブルシティやスマートシティの社会実装に貢献します。

How accurate are the data for energy consumption statistics by municipality?
In Japan, no statistical survey has been conducted to accurately determine energy consumption by municipality, so actual data is not available to verify the accuracy of the estimated data. Therefore, it is not possible to quantitatively verify the accuracy of the data at present. We are, therefore, making every effort to collect and verify as much reliable data as possible. The data are uniformly estimated using the method described in the manual, and we do not guarantee their accuracy.
